Democratic Republic of Congo (DRC) Establishes US- and UAE-Supported Paramilitary Mining Guard to Secure Critical Minerals


The Democratic Republic of Congo (DRC) is embarking on a distinctive and strategic initiative to safeguard its vital mineral resources by establishing a new paramilitary force dedicated to protecting mining sites and critical transport corridors. This ambitious project is being developed with substantial financial backing and operational support from both the United States and the United Arab Emirates, reflecting the growing international importance of the DRC’s mineral wealth.

Historically, mining companies in the DRC have relied on private security firms to guard their operations and infrastructure. For example, in 2020, Frontier Services Group Congo entered into a contract with the Chinese mining giant Sicomines to provide security services for its mining activities. However, the evolving geopolitical landscape and the increasing global demand for critical minerals have transformed the security requirements in the region.

The DRC is home to some of the world’s largest reserves of essential minerals such as cobalt and copper, which are indispensable for the production of electric vehicles, renewable energy technologies, and a wide array of modern electronic devices. As the global race for these resources intensifies, ensuring secure and transparent extraction, transportation, and trade has become a matter of strategic national and international interest.

The newly proposed paramilitary mining guard is expected to operate extensively across the country’s key mining provinces. By 2028, the force could number up to 20,000 personnel, functioning under the oversight of the General Inspectorate of Mines. The primary objectives of this initiative include curbing rampant smuggling, replacing corrupt and ineffective security forces, enhancing transparency in mineral supply chains, and improving traceability of mineral resources from extraction to export.

Moreover, this force aims to diminish the influence of armed groups that have long plagued eastern DRC, where illegal mining and mineral trafficking have fueled conflict and instability. The persistent insecurity in these regions has deterred investment and hindered the development of the mining sector. By establishing a dedicated and well-supported paramilitary unit, the DRC hopes to create a safer environment that will attract more investors and foster sustainable growth in its critical mineral industries.
